As I said before  I have been asked a few times "what  program can I use to view, edit, or create images"?

There are many programs for editing  photos or  to creating images. The higher-end stuff costs money. 

Here are some free programs you can check out and download:

RASTER GRAPHICS

Gimp

Capabilities the programme:

GIMP is a freely distributed piece of software for such tasks asphoto retouching, image composition and image authoring. It works on many operating systems, in many languages.
